  If a swimmer has decided to not swim or has failed off a team does he/she still have an effect on who they take to nationals if they have a provisonal or auto time?

  No, it goes simply by entries, not fastest times of the season. For example, Yuri Zimarov will have no impact on selections if he’s truly not swimming anymore because he won’t be entered. It doesn’t matter that his 50 time is one of the top 10 in the nation.
